Your panel is bad, it's shorted. You can try "tape fix" eventually, find it on youtube.

Update:
cleaned whole PC, replaced thermal grease on GPU and CPU, installed drivers back again. Now the situation is much better and PC doesn't crash at login and you can use it normally. I downloaded OCCT as the first test that I could remember of and ran GPU error test on memory and it ran fine for about 20 minutes. Then I ran Witcher 3 for about 5 minutes and no crash either. After that I returned to OCCT and ran standard GPU test, after few minutes the whole screen went red and then I got No signal message from monitor. After rebooting,...

It's ok to take it off and try it under a microscope but only to test shorts and fuse. If there is a short on smd capacitor while tcon is out and disconnected - probably a tcon fault. If there is not, try connecting it back to tv and see if it then has shorts - sometimes the smd capacitors on source board (panel) have shorts and then as you connect it, it shorts out something on your tcon.
Also, see what voltages you get, you need 12V from MBO, and then on tcon you have AVVD, HAVVD and etc....

It has been a while so I don't remeber 100% correctly but once I had a problem with that power board. Do you get any voltage on these pins I marked with red? If memory serves me correct here should be 12V, but take that with grain of salt because I could be wrong......

Usually if there is problem on HOT side fuse would be blown or you would have something shorted.
I would replace that diode and try if it works. Before that you can check smd components on the other side of the board around diodes.

If TV responds to RC and turns on backlight, my main suspect would be panel/tcon board, not main board...
Google says it has a t-con board, you can start by measuring if 12V comes to tcon, then check fuse, then check if any SMD capacitor is shorted...

Thanks, will try. That kind of "patch" I had in mind, just to make GPU work for a while so he can play older games at least.
If VRAM is bad, how do you find out which chip is bad?
Sure, I will do that and run memtest, but I don't think it's a RAM problem as PC works normally without AMD GPU drivers.

Yeah, don't worry about the dust, I will clean whole pc and replace all thermal grease.
Fans on the card are spinning. I was just wondering if there any tricks that could prolong GPU life, since new GPUs are expensive and my friend currently doesn't have that kind of money.

Sapphire HD7850 1G artifacts
Hello,
I have HD7850 that has artifacts. In safe mode it works ok, when trying to boot Windows in normal mode artifacts appear and after some time BSOD "BAD POOL HEADER". I unistalled drivers with DDU and now it works with Microsoft drivers.
Do you think this is a memory or a GPU chip issue? Should i try reflowing GPU/memory?...

XFX clicking noise
So, my XFX PRO450W started clicking. Happens sometimes, clicks few times, then stops. Model is XPS-450W-SEW.
Very common problem with these PSUs as I see, here is a video of one:

Note: video is not mine. Also, it is not coming from fan (tried stopping the fan, noise continues). And on mine PS that happens only from time to time, not all the time.
