    Capacitor nominal value

    Hi, happy new year!

    I am buying capacitors locally and from ebay. Some capacitors locally and on ebay are sometimes rated more than their value, I know there is plus minus 20% offset, but is it true that if capacitor is lower than rated let's say cap. is rate as 3300uF, and 10 of capacitors that I bought are around 3000uF, is that consider an old capacitors that were stored for longer period even if they weren't solder before ? Would that kind of capacitor last same as the one that should be rated as their original value or a bit more. And would they perform same ?

    I am about to recap one PSU with low esr caps, but not sure if I reorder some new with a bit closer to original value or do you think the ones that were rated 3000uF are still ok to solder and would perform same ?
