Hi everyone!
I studied as an electrician in a vocational school, but I didn't care about it, because the school was marketed as a school where we'll learn programming applications and websites. After I found out our teacher was just reading online tutorials without knowing answers to any question I gave him I gave up on it. I never wanted to do soldering and that was everything our school was based on.
Fast forward few years and I was looking for a job, found a position for a mobile technician, I mostly do data backups and moving data to a new phone for older people, and a component replacement every now and then, but I wanted to learn more. I started following some mobile/laptop technicians and I found a guy that refurbrishes thinkpads, so I told myself I want to do it too, I want to help single mothers so they won't get scammed by corporate shops buying a 300€ laptop that lasts 2 years and stops working as soon as your warranty ends 😁. So I bought few older thinkpads that were about to be thrown in the trash. A guy that sources me thinkpads told me he has a dell latitude 5590, so I started working on it and I got an issue that I couldn't fix even after hours of scrolling through forums. So I started watching a guy on youtube that fixes dell laptops with MOBO issues, and guess what? I found this forum on one of his videos. I thought this was just a bios dump forum, but I found out it's a community of technicians here, so I joined.
My second post will be asking about the issue with 5590 sorry for that, but I admire that forum with so much knowledge is not requiring any stupid subscriptions and I admire all of you guys helping people here, hope I can get atleast 5% knowledge of you.

flashed the bios clean me and updated from the Lenovo site, then removed the switch and immediately jumped the S3 from pins 1 to 4, 2 to 3 but the problem remained the same, thank you1 Photo -

I think the problem is that I lost the voltage at PQ0008 pon 1 -PWRSHUTDOWN which should have been high which was picked up by R9512 VCC3SW, thank you very much for your help

usb meter 20v 0.00 amp, after I took the VSYS measurement the drop was only `9.2v which should have been 10.2v I measured from a normal matherboard machine, the VSYS path resistance to ground diode mode is 1900 thank you
