Toshiba 24PB2E has red light but won't turn on

Hi,

My grandfather's TV stopped to turn on, has red light.

The capacitors aren't bulged. Diodes are OK (on power supply).

Has voltages as seen on the small paper that I attached to the photos (when the cable is disconnected-CN1 connection).

BUT, when I connect the cable of the main board, I don't see the 3V on PIN 15 which say STATUS.

Where should I start to check? I have only DMM unfortunatly.

How can I isolate the problem?
Is it the PSU or the main board?

The power source command is set to pin 9 (power tv). Often with "+", about 3v. If you do not find the pin 9 startup command the problem is in the motherboard. Disconnect the source from the motherboard and start the 3 V power source (a 100-1 k resistor between pin 6.7 and pin 9). There must be a voltage of 13v on pins 2.3. With resistance between pins 6.7 and pin 12 (bl-on), the neon lights must be lit.
