Toshiba 46XV545U No power-only orangle light blinks

Hi guys
i have this toshiba LCD tv that doesn't turn on.When i press on the power button, the green light turns on for a couple of seconds,then i hear a relay click, and after a few seconds a hear another relay click and the orange light starts to blink , i guess the tv goes in protection mode or something.I tried to download the service manual,but no luck, i've found a zip version which contains html files that doesn't work.
i tried to do some toubleshooting and i got this:
Pow_prt...3.1v
Pow_sig....2.63v
Ac_DEt.......0 v
Stop fan....3,2 v
Pow_lcd.....3.27v
Gnd...0v
Gnd...0v
12vlcd...3.52v
12vlcd....3.52v
another thing that i noticed, that the fan is not turning and i measured the voltage that goes to it, i found 3.5V

I think the power supply has a problem, but i need the service manual and your help guys to fix the problem

You can download the manual at https://elektrotanya.com I doubt the manual has a schematic of the power supply
You need Zeus installed to view those files
What are the numbers on the power supply board?

Check R850, should be 1.8 ohms, it is located near SR81 relay

Thanks R_J for the heads-up. The resistor 850 is open. So could it be the only component to replace or i have to continue checking other components?

When that resistor goes open it is because the relay contacts are bad, You should also replace the relay, or at the very least clean the relay contacts
The relay contacts short out the resistor when the tv is on, If they don't, too much current passes through the resistor causing it to open.

Ordered the relay and the resistor from Digikey. ca last night. The package came this morning. Replaced the parts and Bingo, tv works. ALL CREDITS GOES TO R_J, he's THE MAN..

I fixed a lot of tv in past, the problem that i came across were related to a faulty Mosfet's, diodes, caps.. But never a power resitor. Every time, i learn something new from badcaps.net..

It's not really the resistor that goes but the integrated thermal fuse, although the resistor would also open if it was'nt fused. some hitachi rear projection tv's had this problem, bad relay contacts causing the resistor to over heat & open.

My TV has the same exact problem and I've been searching for a solution and glad that I found this thread. Can you please give me the part numbers of the relay and resistor from Digikey? Any pictures would be great too. I have no experience in soldering components on the board so I plan to have my friend do it for me. My other alternative is to order a used power supply board from ebay which costs around $100 and there's no guarantee that it will work. Thanks in advance.

If you want the same radial type the closest digikey has is a 2 ohm 5watt https://www.digikey.com/product-deta...2R0E-ND/824543

To kgavionics and R_J: I didn't know I will get a response until I get back to the forum today. Like other forums when there's a response I would get an email so when I didn't receive any I assume that no one responded. I ended up ordering a used power supply board from ebay for $60 and and so far it works! I really appreciate your responses though and will definitely save the info you provided in case if it breaks down again. This would of save me a lot of $. A big thanks to both of you!
