Sanyo CE37LD33-B power issue

Hi all. I have been asked to have a look at this Sanyo tv problem is the fuse on the power board blew so my mate changed it now it's stuck in standby mode. I found 4 blew caps so changed them for the same value ones and the issue still persists. The tv was bought second hand a couple of years ago and although my friend says he hasn't done anything with it other than replace that fuse I have found some pretty shocking soldering presumably from past attempts at repairing. I have repaired these as best I can after I took the pictures thinking this may also be an issue. Any help sod be greatly received. Thanks for reading.

You need to supply voltage info. What do legs of main cap measure. Can the PSU be forced on with main board disconnected. Does standby voltage change when you attempt switch on. Basic info is needed before any response of worth can be given.
