Yes, although I don' think a resistor is required, The Q333 is just a driver for the optocoupler.
Remember I don't have your board, I only have a picture of the board from Shopjimmy, location numbers may be slightly different.

I would think the 3.3 should stay up when it is connected back to the power supply, maybe follow that line to make sure nothing is shorted and loading it down.
Its also possible that with the pin2 wire removed from the power supply that 3.3 from the main is'nt supplying the current to turn the power suppply on?
It could also be that the power supply is holding that line low for some reason, but I don't think so.
I followed pin2 of PJ91 to jp061 (R8168 on trace side) then to JP069 which seems to connect to Q8160 (in that area) and also to R8323 then to Q333 that turns on Q832 (white) optocoupler
Try applying 3 volts to the power supply pin 2 via a few hundred ohm resistor to see if the power supply comes on?

what is the voltage on D820 negative to fuse 820 when the wire is removed, does it go above 176 volts/

Interestingly the toshibas logo lit up and i could hear sound while having pin 2 disconnected, the standby light was continuously blinking orange light

What is the DC voltage across D820 Bridge rectifier? If you have around 160V, leave black probe on (-) of bridge and check the voltage on F820 (glass fuse next to caution live area)
Using chassis as ground, do you have any voltage on jp016 (Next to c846)
Here is the schematic for the PE0620, some parts are very close, like the pfc circuit

I just point that out for the S-24 which I did not look at his board in details to see if the S-24 section is stuffed with parts or not, and yes he is still having problem with the 24V for running the inverter board which is another section of the power supply.Leave a comment:

THIS POWER SUPPLY BOARD IS USED FOR MANY DIFFERENT MODELS. MANY PARTS ARE NOT INSTALLED ON THIS BOARD INCLUDING : F897, D897, L897 ETC.

OK, I just trace out the circuit on the bottom side of the board based on the picture provided by RJ.
The power transformer T880 is used for generating the 18V (Diode D895), 12V (D890, 891), and the S_24V (D8970).
Fuse F895 is for the 18V supply which you are getting 24VDC (which is still in question if the meter is correct or not).
Fuse F897 is for the S_24V which you are not getting the S_24 but we know the Transformer is OK because you are getting the 12V and the 18V, so you better find out if FUSE F897 is good or not for sure, or D8970 is bad or not.Last edited by budm; 12-30-2017, 04:01 PM.Leave a comment:

I found a smb resister to be open and 2 shorted transistors on the powerboard, after replacing the parts the tv now gives me 3 GREEN blinking lights instead of the continuous orange blinking light
while the mainboard and psu are connected, the unit cycles power after 30 every seconds.

I removed a few transisters and found Q820 was open and Q860, Q861 were shorted, due to my current learning curve, i discontinued testing and i went ahead and ordered a used psu
When I installed the new psu it now fails to power on (no standby light)... possible doa part but its the only one i have now.
New PSU readings
1 - GND AUD - 0V
2 - GND AUD - 0V
3 - 18V AUDIO - 0V
4 - 18V AUDIO - 0V
5 - S_24V - 0V
6 - GND - 0V
7 - POW_TV - 0V
8 - GND - 0V
9 - 12V - 0V
10 - 12V - 0V
11 - 12V - 0V
12 - GND - 0V
13 - 5V1 - 4.85V (it jumps between .5-3.9v when connector is attached to mainboard)
14 - GND - 0V

At this point you do not have the switched 24VDC to run the Inverter boards, so you will need to troubleshoot the 24V section and find out why, I do not have the diagram for the board so you will have to manually trace out circuit, or look into repair kit to see if it will solve the problem otherwise it will be time consuming process to locate down to component level without the diaagram.Leave a comment:

I have an HP ProBook 440 G6 with DAX8JMB16E0 REV. E motherboard that got BIOS bricked after maaany bootloops caused by Window's BCD. I made a dump of the actual BIOS and written a found one.
The PC worked but it was very slooow to show HP logo in first place.
A friend of mine gave me another BIOS for this series and after the flash it powered on (white led on power button) but after few second shutted down and start blinking orange infinitely on the LED near the AC adapter connector on the side.
