yes on top of that resistor it can read 4-7 actualy 4 than arrow face on 4 than 7

OK, it is 4.7 Ohms, the same value as used the schematic that I found which use the same IC for the backlights control.
So do you have 4.7 Ohms 1/4W or less that you can solder in place of that resistor?

below are results,
Meter set to 20 dc range, Red probe on up
Results = 0.0v & after turn on tv no changes & same 0.00v
Meter set to 20 dc range, Red probe on down
Results = 12.6 v & after turn on tv it drop to 0.00v

OK, I expect to 12V on the top end of that resistor since we did have 12V for seconds before the power supply goes into shutdown. So we have problem in that section, it can be that IC, or the two other component that are also connected to that pin 24 of the IC.
Can read any number printed on top of that resistor?

below are results,
Meter set to 20 dc range, Red probe on up
Results = 0.0v & after turn on tv no changes & same 0.00v
Meter set to 20 dc range, Red probe on down
Results = 12.6 v & after turn on tv it drop to 0.00v

Ok i checked & below are results,
Meter set to 200 Ohms range, Red probe on VCC PIN 24, Black probe on GND PIN 23
Results = 1
Meter set to 200 Ohms range, Black probe on VCC PIN 24, Red probe on GND PIN 23
Results = 160.5

Marked resistor in the picture results below
Meter set to 200 Ohms range = 24.6

Other two points marked in the picture results below
Meter set to 200 Ohms range = reading start from 5.2 & slowly slowly it goes down & it stop on 0.07

I did not expect that resistor to have 24.6 Ohms, I expect around 4.7 Ohms
OK, now we need to test the Voltage on each end of that resistor that shows 24.6 Ohm with ref to GND. You will leave the meter probes in place and then turn the TV on to see how much Voltage we have on each end of that resistor when the TV is first turned on.

Please check the marked resistor in the picture, it should show <10 Ohms on your meter (meter set to 20 or 200 Ohms scale and put probes on each end of the resistor).

this power supply cost is around USD $100 to $150 here in Taiwan & yes i know how to soldering & replace parts from boards,

When checking the resistance in any circuit you do not want to have the device powered.
Meter set to 200 Ohms range, Red probe on VCC PIN 24, Black probe on GND PIN 23 and record the reading, then reverse the probe and record the reading. Report the readings.
BTW, did you look around to see how this power supply board will cost you? If we do find bad surface mounted part then do you know how to remove and install the part?

budm bro sorry but can you advise how to check resistance between the VCC pin and Ground pin? set multi meter on Ohms & put black prob on VCC pin 24 & red prob where? it need to check while power off tv right? your guide will help me to check faster,

@budm, so if IC6801 (Sony CXA3854M) not getting the VCC of 12V than does that means IC6801 have problem in PSU right?

It means that the IC is not getting the Voltage for it to run.
You must check the resistance between the VCC pin and Ground pin to see if it shows low resistance of less than 500 Ohms or so or not, it can also be that the resistor for feeding the 12V to VCC may be bad too.

Dear budm, many thanks for help, Appreciated, below is results for tests,
Multi Meter set on 20 Dc range and On pin 24 plugin tv it show some time 1.5v and some time 2.4 and some.time 3.2 v after turn on tv it goes 4.7v than drop to 0.00 v, on pin 11 plugin tv it show 0.00v, turn on tv it goes 3.6v than drop to

OK, I search the web and found SONY TV (KDL-xxW800 series RB1G chassis) uses power supply board that has CXA3854 IC on it, so we can at least check to see if it is getting the VCC of 12V at pin 24 or not when the TV is turned on.
We can also find out if the BL-ON gets all the way to the EN pin 11 to turn on the IC or not.

Hi budm, IC6801 # printed on top is (Sony CXA3854M) & i search on web but can't find match # data sheet, below i found, so which one i should choose & how i check IC via Multimeter,

IC6801 is the SMD IC on the bottom side of the board, you will need to get the P/N as printed on the top of the IC first then you will search the WEB for the specification sheet for that IC.

@dskall i already read post 72 & 74 but issue is i don't know how to check backlights driver circuit, or LED driver IC, or where to find IC6801 spec sheet to checking the Voltages on the pins, so i need support & i am waiting for budm & tom further instruction hope i'll get some help,
