Meter set on 200 ohms rang one probe on 23 pin & other on 24 pin results 3.5
Meter set on 200 ohms rang one probe on 24 pin & other on resistor which i just solder, up side leg reluts 0.7,
Meter set on 200 ohms rang one probe on 23 pin & other on resistor which i just solder, up side leg reluts 3.2,
if one probe on 4.4 ohm resistor down side leg & other probe on pin 24 reluts 4.3, on 23 pin results 6.7
hope you understand, or still you think IC is bad?

zener resistance which i take out have no reading, hency meter showing 1, one probe on 4.4 ohm resistor i.e near to ic side leg & other probe on pin 24 reluts 0.7, on 23 pin results 3.2, if one probe on 4.4 ohm resistor down side leg & other probe on pin 24 reluts 4.3, on 23 pin results 6.7
so i can go & check with plugin tv & power on to test pin 24,

6.7 Ohms between pin 24 and pin 23? That is not good.
You need to remove the cap next, the one you marked with yellow box, once the cap is remove then you will check the resistance between pin 24 and 23 again, if it still shows <1 Ohm then you have bad IC.

You need to check the resistance of the Zener diode that you removed to see if it is shorted or not. Then also check the resistance between pin 24 VCC pin and the pin 23 GND pin.

Ok Its showing o.06 ohm if it put probe one on 24 pin other isup leg of resistor i.e near to ic side, if i put probe on down side that it shows 4.4 ohm, so is that correct

ok i got it, will replace resistor with new one, BTW i not got which one is Zener Diode which i need to removed, in below picture i mark yellow & red, please point out me which one is Zener Diode,

Ok but now that resistor which we solder showing 34.5 ohms reading so do i need to replace this one also?

Remove that Zener Diode (it is second one on the left of the 4.7 Ohms, you have the resistor, cap, zener) and then check the resistance between Pin 24 and GND to see if it will show low resistance or not. There is nothing for you to lose at this pint since we know now that we have bad component in that section. Hopefully it will be bad Zener

Yep, smoke come out while plugin tv to power, even i not open power on tv yet, i quickly unplugged tv from power.

Good!, now power up the TV and turn it on, keep an eye on the resistor to see if you will get the backlights or if the resistor will smoke due to bad IC, cap, or Zener.

Verify that the meter shows 0 Ohm between the left of the resistor and pin 24 to make sure it has correct connection and good solder works.

At this point you just need to find the way to put in that resistor to test, if the board comes alive then I hate to buy new board due to faulty resistor, ZENER, or the IC.
There are two big pads that you can solder the resistor to for testing.

since place of the 4.7 Ohms resistor R6811 is very small & line of above picture resistor is thick, so no success,
you think it’s worth to buy another PSU? coz i need to buy PSU from web so once bought, no return so you are peety sure that issue is in tv PSU right? It’s not LCD or any other board, Since we are trying from past 3 weeks, & now I am feeling your huge work & help finally find out we have issue with PSU,

BTW, that third black device (D6811) down from the 4.7 Ohms resistor (R6811) may be Zener as shown in the schematic I provided earlier.

For testing, but what you need to do is to leave one DCV meter probe to gnd and another probe on the end of the resistor that is connected to VCC pin 24, the apply power to the TV and turn the TV on and see if you will get the 12V or not. Hopefully that the IC is not bad which may have caused that resistor to go up in value.
The 4.7 Ohms resistor R6811 is used as a protection in case the IC, the capacitor C6822, ZENER DIODE D6811 at the VCC pin shorts out.
Per schematic, the resistor is rated at 1/10W (0.10W).
