So the PSU is good. Did you have the inverter board connected when you forced the PSU on and made the 12/24V rails come up?
Right now it seems the inverter isn't turning on, if the 12/24 rails are working and the inverter plugged in.

Panel modle is: T460HW08 V.0
Ok, so I reconnected just the main board and turned on power (plug going to inverter board and the 4 wire plug with the two 24v that goes to the main board are NOT plugged in) and all voltage is present without a need to jump, but if I plug in either of those 2 plugs and turn back on the psu will not turn on any 12 or 24v

So there may be a short then on one of these boards... Take your DMM put it in ohms mode and check the power rails on these suspect boards between positive and negative.
