Toshiba 52hl167 not turning on 3 blink

I followed the chart posted "Toshiba Regza 52HL167 LCD TV flashing amber LED repeatedly" at the p809a pin I only have 3.5 volts instead of the 5v suggested. This is indicating a main power supply.

I tried to follow the circuit and could not find a short or bad part.

Any suggestions or advice is appreciated.

Can you give us more details? What chart posted are you referring to?

"at the p809a pin I only have 3.5 volts"
I must be blinded since I do not see anything for P809A PIN 1.
The flow chart is showing P809A PIN 5 AND PIN 8.
I do not see any P809A in the block diagram either.

Main power is board A, Secondary power or low power is board B. Next to the P806A is a chart. On top of the chart is is labeled p809A. I and did intend pin 5. I do not have any power at pin 8.

          Sorry for any confusion.

OK, let me get this correctly, pin 5 (5V1) you only getting 3.5V.
Pin 8 (PWR SIG, it looks to be the same as PS-ON but I will need to verify form the service manual) is 0V.

            Correct.
I need to find out what the pin 9 PWR pin is and also the pin 10 PWR PROT.

Could not diagnose the board. Replaced with used board. TV is working. Thank you everyone for your assistance.
