First off I hope this is the correct thread if not Please let me know.
I have this DVR for my CCTV cameras that will not come back on after a power outage. So I opened it , copied down some part numbers off the power supply and main boards to get some data on it to no avail, still searching but I wanted to see if some one could tell me buy looking at the pics if on the power supply at J4 on the green wire that states 3.3 volts , if that should be 3.3 when powered on ? I get 1.7 and goes down to 1.3-1.4 . I have 5 v on the red wire. The main video board will not come on and I replaced some caps on the power supply with what I had in stock to no avail also.
