Toshiba 50L4300U - Horizontal lines and interlacing issues?

The Toshiba 50L4300U turns on and seems to work fine except the screen switches back and forth between two states.
The first has a persistent horizontal black line then it switches everything below that line switches between some sort of fuzzy interlacing issue.

Is it possible it is the T Con board?

Panel problem. Not repairable.

Could this be a side tab issue?

what would I check for on the side board? I played around with the ribbon cables to see if it might have been an intermittent connection, but didn't notice any changes

At the moment it does look like a panel fault, sorry.
