As you have lost the standby light you still need to know is the set dead or alive. Check main fuse then measure dc voltage across legs of main cap on pwb (not sure re US here in Oz we get around 360v). You have to have that to get standby 5v and no other voltages will show with main board disconnected. You can jumper the connector usually to turn others on using ps-on to rtn or gnd to indicate if pwb OK or not. If OK then main suspect and eeprom etc can be a cause - the ic U2 may well be an eeprom - do a search of number printed on it for specs if you can't find a circuit and also note it in a post as likely someone on here will know anyway.
