as per budms post 18 it looks like your psu is fine you need too look on the mainboard now for any signs of burnt parts etc we have saw it where mainboards have failed due to power surges etc.

with tv unplugged the green one reads zero both ways, in ohm mode with k beside it... the diodes read .24 and .36 both ways when swapping leads. I have a fluke 87 111 true rms multimeter I'm using... I have inclosed pictures and numbers of what I have found

the chip looks burnt to me and it is bubbled feeling to the touch its number isIC601

your pictures 2 and 3 we cant see as the flash makes the picture too bright
with those diodes if you have a soldering iron you can unsolder on side from the board then lift the leg and re test regarding the resistor can you see the colour bands? what are they if you can then we can work out what it should be.
edit! if that chip is burnt maybe its caused more damage to the mainboard maybe if a replacement board is cheap enough just change it.

resistor 4.7k if the colours are right
as per the ic budm may have some ideas on if its worth trying a replacement if we can work out the part number etc

It looks like Yellow, Purple, Orange, Gold to me which is a 47K resistor

I would suggest you lift one end of each component and then measure.
Diodes using meter set to diode check and resistor set to ohms range.

The backlight stays on when he removes the mainboard cable so power supply is working. Power surge is most of the time a fried mainboard as the power comes in via a hdmi/cable connection. ( Lightning causes that for example ).

you could try and replace that ic but if that ic is bad , there is a good chance that other ic's like the hdmi controller chip has gone to.

If you have a similar board with same connections , try and see if the tv turns on. For example Samsung 40D5000 mainboard works also in 40D5500.
