Hello! I'm hoping I can get an idea of what might be wrong with my television to decide if I can possibly repair it myself, need to take it into a shop, or just learn to live without a tv for a little while until we can save up for a new one. (starts to cry... 
)
Our RCA tv has a picture but no sound, and the side buttons are not working at all (power, volume, input, channel--all don't work). It is stuck on input 3. I can turn the TV on and off with the TV remote or with the cable remote, but I can't do any other functions with the TV remote (input, channel, menu, volume, etc.). When I try any of those functions on the remote, the power button light blinks rapidly. I can do other functions with the cable remote (channels, guide, etc.), but the volume won't work at all (i.e. the volume display won't show up on the television or make any difference in the sound, which is non-existant).
Things I've tried:
Mute on both remotes
Unplugging the television for 5 minutes, then plugging it in again.
Unplugging the cable box and tv for 5 minutes, then plugging in the cable box first, then the tv.
I found some child lock unlock codes online in case that was the problem. None of them work.
Taking the batteries out of the tv remotes and the cable remotes and then unplugging the tv. Plugging the tv back in and seeing if the side buttons work. Putting batteries in the two remotes one at a time to see if anything changes.
Obviously, I'm not super awesome or technical, but I'd appreciate any insight about what might be wrong or if there's any other troubleshooting that I should consider, I'd love the advice. I'm comfortable taking it apart and seeing if there's anything obviously wrong.
The other weird thing is that it was working just fine the day before yesterday. Yesterday we had a phone technician come in and fix a phone line that is used to hook up a phone to link us with the front desk in our apartment building. He was messing around in the cable/sat/phone box for a while. When my kids tried to turn on the TV after school, it wasn't working. I have the TV plugged into a surge protector power strip, but is it possible the two are related, or is it more likely a case of unfortunate timing?
