Samsung LE26R81B - BN44-0156A fault

source Samsung BN44-0156A make a noise , only power led on, not starting.
- i tested with another sourse and works great.
13v - i have 2v
, 24v - i have 3.3v
5.3v - i have 1.7v
where to look ?

What DCV do you get when you measure right at the main filter capacitor on the primary? Check the power supply for cold solder joints around the transformer.
