LG 42LV4400-UA no image after turning on

I have a LG 42LV4400-UA that I picked up that turns on and the backlight goes on, but there is no image. From the research I have done, it is similar to a Vizio model where a faulty eprom chip needs to be replaced.

I'm wondering if this is the same issue with this model as eBay sells U18 eprom chip that has been programmed for this model, but i'm not sure that my symptoms are the same as what has been described.

Did you check the DCV at both ends of the SMD fuse on the TCON board with ref to chassis GND?
