    Insignia NS-LTDVD26-09CA No power

Long time no see everyone. I thought I was getting away from repairing tv's since I don't have much time anymore. Well I came to my vacation home and found my Insignia TV dead. I know these are throwaways but I thought I could fix this thing. No boards have any burn marks or blown fuses. When I plug it in I get a red led and when I push the power button, the dvd spins but nothing comes on. I can't turn it off, unless I unplug it. I changed all the caps today, including the startup cap and still the same problem. It has a dreaded MIP260B power supply. Here is my voltages at the main board.

    Board-----Off (red)---On (Blue)

    5v---------5.3v--------5.3v
    12v--------0v----------11.2v
    12v--------0v----------11.2v
    GND-------0v----------0v
    GND-------0v----------0v
    5v---------1.2v--------3v
    5v---------1.2v--------3v
    GND-------0v----------0v
    GND-------0v----------0v
    STB-------.1v---------.1v
    ON/OFF---.1v---------.1v
    ADJ-------.1v---------.1v

The voltages seem quite low. The power button goes to the main board then to the power supply but the ac goes directly to the power supply. I'm thinking my mainboard is toast. The mainboard is a DTV2631-DCM6U V4.0. Any ideas?

Just in case someone wanted to know. I replaced the psu and the tv is up and working again. The MIP260 has all the same connections but it's a different revision. A few different caps. My old board (V1.8) had a 100uf 450v startup cap and the new one (1.7) had a 68uf 450v cap. Also the old one had two 1000uf 10v caps by the power connection to the main board. The new one has two 1000uf 16v caps. Everything else looks the same. I looked at the schematic and the psu in the schematic says the 1000uf should be 35v and 25v. I don't get it.

I thought I would play and get some information about the bad psu. The startup cap read the same voltages on the working and faulty board. But I metered what I could on the top of the board. At P101 the working board reads 32v coming in but the bad board is 55v coming in. Couldn't read what is coming out as it shuts off the tv when I try to meter it. The old board reads 102v coming out. At D109 on the working board I get 33v coming in and around 900v coming out. The faulty board reads 37v coming in and 635v coming out. As I get closer to the connector to the mainboard, the voltages drop a little. The 5v out is around 3v and the 12v is around 11.2v. I'm leaning towards that diode that is dropping the voltage too much. Any input?

EDIT: The diode read good out of circuit.
