Got this TV from a friend who said it was not on a surge protector and one day simply wouldn't turn on. On CNL802 I measure 240VDC on pin 1, 0 on the rest. On CNM803 I measure 0 on all pins. Not sure where else to measure, I'm a first timer. TIA

Are you for sure do not have any DCV on CNM803 pin 1, 3, 5, 7?
What are the Voltage rating of those 3 electrolytics caps by the CNL802?
240 VDC on pin 1 of CNL802 does not look right at all.

-Rating of the caps are 350V
-Sure about the 240V on pin 1, measured it with 2 known good meters because I was surprised too.

What DCV do you get between the two legs of those 3 filter caps by CNM803?

OK, unless the transformer winding for the 13V power supply section is open (or bad solder joints on the transformer legs), as you can see that one end of the winding is connected to two jumpers (J811, 812) to feed 4 SMA rectifier diodes (DM851~854) which all 4 of them are connected in parallel and feed the 3 filter caps for the 13V supply, so check the resistance between jumper J811 and the negative leg of one of those 3 filter caps to see if it shows open circuit.
You may want to resolder (see picture) ALL the legs of that power transformer TM801CS and other joints.
