Vizio vp422hdtv10a turns on, no video or sound

When I press the power button the Visio name switches from amber to light blue but there is no picture or sound. I pulled the back panel off to get readings at the PSU and found that Va=111.4 V(suppose to be 54 V) and Vs=436 V(Suppose to be 207 V) with the power on. I couldn't find Vsc or Ve to take their readings.

Anybody have any ideas? Would it be worth replacing the power supply to see if that takes care of the problem? The voltages are around double what they are suppose to be on the two that I could find.
