the reading you are saying you have on those components are good they are not shorted the power supply is not working because it is not being turned on.i was helping a friend fix his tvs both same model hpt5054 both would not turn on the upper buffer board shorted out and took out the ymain and the logic board.i would check ymain first check the ones attached to these heat sinks also under number 1 heat sink the is a surface mount mosfet that shorts out part number is b20nk50z.the two surface mount ones in the circle usually don't short out but i would check them.

I checked them in circuit in diode mode put your neg led in center pin and postive on the left and then one right.one will make a beep and you a reading like a diode.if you get a constant beep then it is shorted.one heat sink you have one k2837 and four 88n30w in one of my ymain these shorted out and on the other y main the ones that shorted out were the ones on the other heat sink one k2837 and four rjh3047.also check the in picture see if it is shorted same way neg lead center and post on left and right should read like diode one leg .no constate beep.
