Since when it works, the T1 receives the correct signal from the processor, when it does not work the processor is not changing the state of the Voltage feeding T1. So the processor gets stuck some time. I do not know what else you can do when it comes down the bad signal from the processor.
What I don't get is when I had that resistor soldered from a 5v feed to the collector of T1 it seemed to work more than not. With it now removed I've only managed to get it on once. Think that means anything?

You were forcing it high with lots of current.
Right now you can connect the E and B of the T1 together which then you will see the Collector Voltage to go up (which is BL_ON = HIGH).

I tried that by grounding the base and backlights went on but tcon didn't turn on. Anyway to trigger that as well?

The T-CON on is also generated by the processor, so you have to turn the TV on so the processor will send out the signals,
The signals are on its own pin of the processor, one pin for PS_ON, one pin for BL_ON, pin for T-CON on.
"I tried that by grounding the base and backlights went on but tcon didn't turn on." Right now the processor is sending out the PS_ON, but not the T-CON on, and intermittent BL_ON.

"Anyway to trigger that as well?" To do that you will need to locate the MOSFET which is used as a switch to supply the Voltage to the T-CON.

Yeah it's definitely the processor. If I freeze spray it, set turns on and off fine. Maybe I'll just keep doing that if I want to use it lol. Stays on once it's on

FIXED: RCA 32LB30RQD - Power on, No picture, sound, or backlight

Update: Was bored and decided to try re flowing the processor just for the heck of it. Well surprisingly the tv has been working perfectly since. Multiple cycling and every time it's responding as it should.

So something to try if someone ever encounters a similar issue after a power surge.
