Philips 42PFL9603 2 Blinking leds.

Hi People ,

I got a Philips 42PFL9603D and when i turn it on the power led blinks 2 times.
I bought this tv from a dude that probably tried fixing this tv by himself ( which i found out later ).

I already tried a reset but it didn't work.
On first sight the power board seems to be ok , no bad caps or soldering.
The main board however has a few issues. When i first opened the back of the TV i though that a few caps were burned out but later i found out that that guy tried to desolder/solder some caps.
I have NO idea if the caps on the main board are the original caps but the guy really f*cked the board up. ( bad soldering , some pads almost gone )

The serial nr on the main board = 3104.303.51026 3104.313.62146

I couldn't find a schematic for this tv on the internet so i can't check the original values. Can someone tell me the values? Im talking about the small grey capacitors. Values of the caps 3x 250/25v and 2x 10/4V.

So basically my first question is , what are the values and what causes the 2 blink error?
