Samsung LNT4061FX Replacing Large Cap Deathly Afraid Of Getting Zapped

I have a Samsung LNT4061FX that, when plugged in, the red light on the power button comes on, I hear a click or two and see 4 blinks on the red light. I push the power button and I hear a click and the red light goes off.. At no time is there any reaction from the display..

Because there is nothing on the display, I am not sure when I push the button if the TV is being turned on or being turned off..

I cracked the case and took a look...

The upper board is one pulled from the unit..

The lower board is one I happened to have flying around... Not sure if it is functional or not..

My plan is to replace the large cap on the board (450WV 220uf) with the cap from the lower board..

I just want to know if that cap is likely holding a charge and will ZAAAAAP if I do something stoopid...

Please dont post pictures in line or off site - re post them using manage attachements
Jpgs up to 3 mb are good.

If they have been off (unplugged)for a while they should be flat - You can simply test with a multimeter on vDC500 or 600. and if still hold a charge say 50v you can discharge using a 2-5kohm resistor or a filament light bulb

Thanx a bunch, selldoor...

I checked the big caps and there were no voltages on either... I pulled them and replaced the bad one and now the LNT is purrin' like a kitty..
