vestel 17pw26-5 voltages question

17pw26-5 i have this power supply which has 3 missing voltages which i have shown in the picture,,the 33v,the 24v and the 30v.my question is do these voltages come from the psu or do they come from the mainboard once the tv is on.

PSU; only available when the ST_BY line is asserted. (High or low, Vestel is inconsistent.)
