Samsung LT22B300 Slow Power On

After replacing all the components according to the instructions below and others, (power IC short circuit) there is now stand by, but the monitor has difficulty turning on. B13 starts to rise, then falls back to zero. Over and over again, after 10-600 seconds. If it caught, it works perfectly for any time. After turning it off, it just struggles for a while and then starts again. ICM801S, CM803, RM802, RM803, fuse, CM855, , replaced. Any idea?

It's old, start with replacing ALL the electrolytics on powerboard, looks like there's only about 6.

Didn't help. Since works without a ps_on signal, either b5v and or b13v rise too slowly, or the power supply is tripped at the moment of power-on. a5v drops and resets the motherboard, or the motherboard itself is damaged. No idea.

Probably bad transformer..
