LC-60E79U backlights come on - bad video

Have a SHARP LC-60E79U LCD tv that powers on with distorted video and backlights on. Is this T-CON bad or possibly PWB not supplying voltage to it ? Haven't taken back off - thought someone might have seen this problem before.

Disconnected one ribbon cable at a time between the tcon and the screen. See what you get.
