My newest project, an LG 47LC7DF, look what I found.

The problem is bad caps on the power supply and I suspected that before I got the TV. Its a common problem with this model. When I opened it up, I found that it had been worked on before and a couple caps had been replaced with what looks like Radio Shack caps.

I'll be replacing the 9 caps which I marked with the red dots in the first pic. 5 of them are 10v 2200uf but I think its common practice on this model to upgrade them to 25v 2200uf. That's what I'll be doing.

and those 5 caps you mention, have been fails on this psu for me also, uprate 2200uf10v,to 25v,you can be sure by checking dc voltage across those caps on board, they rate them too low

Those are the Radio Shack ones. They're coming out and being replaced with radials. And I had suspected that those caps should be uprated. I hadn't found anything specifically saying it, but had noticed it being done in a couple YouTube videos.

They don't need uprating. LG used 10V capacitors on the 5V and 6V rails, and 16V capacitors on the 12V rail - which is sufficient.
The originals were just shit caps (Samwha WB, Samwha XC.)

I'll go with the same as the originals then. Thanks Tom.

So I could actually put a meter across the caps and determine, based on the voltage, whether the caps are sufficiently rated. I've learned something here. Thanks.

You could also trace the SMPS output and see which labels correspond to what pins.

                  OK, that makes sense.

I replaced those 9 caps and it's fixed. I've decided I'm keeping this one for myself and selling my 40" Sony Bravia that I've been using since I fixed it in mid September last year. Here's a pic of the repair. Looks much better now. Thanks again to everyone who helped.
