    Toshiba 40rv525r mainboard???

I have this tv which has a blinking green light when plugged in no backlight nothing. I have tested the voltages and the standby is 1.5v with mainboard plugged in. If I disconnect the mainboard and inverter I get the 5v standby. what I did was connect a 2.2k resistor between 5v standby and power on, when I did this I was able to get the 24v and 12v with no boards connected(before I did this I had no 12v or 24v). This is telling me the mainboard is at fault. the problem I have is I don't know what to test on mainboard. any ideas would be awesome. I am not sure how to diagnose mainboard issues. used mainboards are around 80 dollars or so but was wondering if I could narrow it down to a cheap component. thanks in advance

Does the standby voltage goes up to 5V when the main board is not connected?
      Pictures of the boards?

You can use 10 Ohms 5W resistor for 1/2A load on the 5VSTBY to see if it will stay at 5V, then use 4.7 Ohms 10W for 1A load and see what happen.
