One other thing..I tested the current draw from the dummy load, and it was varying around 2.5A. I plugged in the main board and took the same measurement, and it was roughly the same.

But with the resistor load the out put voltage is stable, right? with the main board connected, it bounces around from 1~5V, right (per post 5)?

That is correct. About the schematics..I used a free PDF print output program and converted them all. I believe all the values are visible, let me know if they are not. I'll get a better copy to you.

OK, per sch, the 5v power supply is rated at 2A. At this point I would suggest changing startup/running cap C504, C506.

Can you check those caps with ESR or are the ratings too low to read?

Using the esr meter (mesr-100 v2) it shows both as "good cap with lo esr".

.260 ohm at C502
.209 ohm at C504

I'll head to the electronics store tomorrow and pick up some replacement capacitors.

Considering I've already replaced the power board and main board, and gotten the same results, would it be sensible to replace the t-con or phase inverter? Can they cause the issues I'm having? It would be infinitely more valuable to me to find the problem at the component level, but I want it to work again lol.

Is it possible the panel itself is bad?

At this point I am not sure why the standby voltage is varying so much, I ran out of the idea at this point since you have already replaced the power and main board.

Did you ever find a resolution? We have the same model and the same issue. We've replaced the power supply board but I'm hesitant to put more money into it and was hoping someone else might have found a resolution. Thanks!

We had a lightening storm last night leaving our tv in the same condition as you are mentioning. Just a green blinking LED.
Any news on a repair idea ?

Same exact thing has happened to me, lightning storm hit and there a blinking green LED light. If there are any fixes let us know

I know this is a wrong thread but hope this helps.

I bought a Toshiba 37rv525 last week and found similar problem with power supply having standby voltage 5v varying from 1.2v to 5v and so did the 24v. The person I bought this TV had already replaced the power supply, so I decided to troubleshoot the main board.

Since I've access to scope, I found two SMD 100uf/6.3v (I think) caps way way out of range. Also I had to clean the board with alcohol as there was lot of rust on some of the metal components. like the power switch, processor heat sink etc.

If you guys have access to circuit freeze spray then I would suggest spraying it one by at a time on those electrolyte caps and see if the TV turns back on.

I found a shorted HDMI-switch chip U39 (directly above the HDMI inputs). At least I think it is shorted. I lifted the two inductor chips FB90 and FB91 that supply power to the chip.

This allowed the TV to power up!!

I found the shorted chip very quickly with a thermal camera. The chip was at 200 degrees F very quickly after powering up the unit.

I could hear the power supply trying to turn on, and the led on the front panel was turning on and off.
