I think it is cy103 it would be the third one in from the right side. Can i remove it to test and see if it will power on without blowing the fuse? I can get a better picture after work so you can see them better.

By the way, if you look at the legs of the bridge rectifier in your picture, did some one replace it since the legs are really long and not trimmed so it may touch the chassis? Some one work on this TV before?
Bridge rectifier is set up as the Voltage Double circuits, the two AC (~) pins are tied together, so what resistance readings are you getting between the middle pins and the two outer pins (+ and - PINS)? The TVS may be shorted and I doubted that the safety cap shorted out.

I will double check the bridge tonight and make sure the pins are trimmed down. I got the set from a friend who works for a recycling center, he lets me have them for free. I don't know any history on them.

first of all cy 103 is not cap. it is VARıSTOR.
as your diagram .bridge diodes has 4 diodes.at this diagram use only 2 parelel of 4.

That is the bridge Diode with 4 Diode inside (4 terminals are shown in my drawing with 2 (~) terminals tied together, then the + terminal and the - terminal), it is being used as Voltage doubler circuit by tieing the two AC (~) input pins together so the two set of diode are uses in parallel to handle more current, when you tie the ~ pins together, that is what will get as shown in my diagram.
CY103 if for noise filter between the Primary circuit Ground (the negative side of the filter cap C102) and the chassis Ground, I use this setup also to get the power supply to pass FCC test). As you can see the C101 and C102 are connected in series to from voltage doubler circuits. I use this voltage double circuits since in the power supply for tube era equipment, very basic design.

HEre are some pics of cy103. I checked the bridge again and had low resistance (0.2) on the two center pins and high resistance on the two outer pins (10.02 M) . As soon as i can get to it this afternoon i will pull cy103 off and see what that does.

hmm ok.i would say same.remove cy103 and fix fuse.it will be ready.

That CY103, it looks like it has brown stain on it?
How about TVSS VS101, 102? What resistance reading are you getting?

Pulled cy101, cy102, cy103, and cy105 and no change still blows the fuse!
