Toshiba 42zv650u no pic or sound

This tv seems to have issues. This is the same tv I replaced the screen on, and had tab bond and ribbon cable issues.
It was working fine for a few weeks, then one day it didn't have pic when turned on.
Voltages seem good at all connections.
It looks like pic below.

I ran cold air along t-con and main board. when I hit the heat sink (marked on pics) with cold air the tv shutdown and restarted. Does this indicate a fault? It did not shutdown when I sprayed the other heat sink or any other part of main board or t-con.

I also hear a slight buzz around t-con board and it is getting 12.03vdc.

Correction:
After playing with inputs some more the tv has sound and vertical lines that move left and right. Iam thinking t-con but not sure.

Edit: disconnected ribbon cables from t-con to buffer boards one at a time. pic came back when disconnecting right buffer(see last 2 pics).

99% sure it is t-con but I suppose it could be the buffer board also.

It wasn't t-con....
I replaced t-con and had no picture instead of the moving lines.
All I seem to get now is what you see in post 2. Panel probly went out. not sure if ill try a main board.
