problem wit Toshiba 32KV500B

hi there guys got a tv that was a friends in a caravan. proble is when you switch the tv on there only seems to be a small band at the top of the screen that works properly it starts of with lines coming down the screen and hazing out effect, then gets brighter till it then dies down, pics where only took less than a minute apart, after this thr lines stay clear and midle ones wave back and forward ever so slightly

its now been on for around 8 minutes and the lines are starting to fade completely

tried pushing down tab bonds and the Ics on them and no luck, think it may be a bad panel then ?

Yeah I'd guess that, someone else on here had that problem too.
Crappy shitty Vestel, not a real Toshiba. No better than Bush, or Alba.
