Found on CL this TV and this is the issue(check pictures).
What could be the problem, main board?

That's what I see too, but what that can be? Maybe they replaced the mainboard and did not set the parameters right?

this may sound stupid but have you tried going into menu/settings and playing with picture settings? im sure theres something wrong but maybe you can get it looking better.

I don't have the TV yet, it's still for sale. I'm just trying to figure out the problem before I buy it.

Have you tried asking them? Is it actually marked faulty or just cheap??

This is the ad:

Other than that, it might be panel config or contrast/brightness set wrong.

It belongs to another repair man and he doesn't want to dump more money into it. I guess it's wiser to just let it go.

Well the 60 inch tom66 help me fix stumped the last guy i bought it from so i would not necessarily say it will stump you. I think its more like this if the guy can afford a 40 inch for his kids, he most likely does not feel the worth of fixing it, and will just replace it, after all he has the extra cash to blow on things like that for his kids, further more i am betting money that the kids messed with settings because that's what kids do, i got a used 27 incher for my kids and put it up high so they can't get to it because i cannot afford accidents, and i got a deal on it. and if it breaks i will go the extra mile to fix it cause i am poor LOL. so that's more likely whats going on in my opinion....

Looks like the T-con to me. I fixed the 46 inch version of this set. Over saturated on the reds in my case and reseting the picture to factory defaults did not improve it. Replacing the T-can fixed it.
