40" Samsung possible purchase

Found this TV and I need an urgent decision to make and I haven't seen this issue yet.
Any help would be greatly appreciated. Asking $50 and has to be gone by tomorrow morning.
I don't have the model number but judging by the picture it looks like a 40Axxx(530-550 maybe) model.

I dont see what the issue is. Or is it just me???

I see a snowy picture with a transparent menu.

Both are normal.

You mean it's just a setting? I have very similar TVs and those settings are not staticy.

I have played around with a few LCD on screen menu's and I have seen ones have that as a setting. I'd look for an easy to find user manual and check it out. It might be normal.

That is what it looks like to me also, setup menu on top of snow due to not Tuner signal, on my TV I can set it to show blue screen if the Tuner does not receive signal (tuner mute function) instead of showing snow. You should set to DVD input, then you should just have the setup menu.
