Samsung 37" LN37A550 White/Shut down when plugged input

I found a non-working Samsung LN37A550 up for sale online for 70$ I was wondering if it is worth the fix.

The problem:
The owner says that the TV would go white and shuts down after an input is plugged into it. Like an HDMI cable, AVI cable, and any input. Sounds like a video main board problem?

Was wondering if it is worth the buy?

Finding main boards for 37 inch TVs can be difficult. Bear this in mind. $70 is a very high asking price.

Just wondering if anyone has heard of this problem. Hoping if it is a cheap fix. Like a defective regulator or cap on the main board. But it sounds like it might be a bad ic, since all the inputs are affected? Dealing with ic chips are often rare to find the exact same one, but those are just my thoughts on the problem?

If it affects everything, could be bad firmware or something crashing when it detects input.
