Toshiba SV670U horizonal lines.

My 55SV670U recently developed horizontal lines in the picture. My warranty provider replaced the mainboard, but the lines persist. The tech said it was the panel (which isn't worth replacing as the replacement cost is more than the TV's value). Any second opinions?

Its hard to capture on camera, but is quite noticeable in person.

This occurs across all inputs. It actually occurs without any components plugged in at all as well. It happened first in January, but went away when i unplugged the HDMI cable going to my DVR. After replacing that cable it was fine for about 8 weeks. When it came back it has been back regardless of troubleshooting except for 2 days that it went away on its own but came back.

I should mentioned we had a close lightening strike back in October that blew out the HDMI block of the TV. Shortly after, component and other inputs failed. This problem was fixed by a mainboard replacement and was fine until the lines appeared in January.

The intermittent nature gives me hope that it could be repaired but I could be wrong.

Is the panel not covered by the warranty?

If out of warranty as a first step try reseating/ cleaning cables that go to the panel.
