Samsung 65" 4K (don't know model) - is this fixable?

I don't have much info. Seller doesn't share much but says it hasn't been hit or dropped and that it just appeared by itself.
Is it fixable and how much should I pay to buy it in this condition?

Not much info, kinda looks like a tcon issue, maybe 50 dollars, without a model number it's hard to tell if it's a flagship or the cheapest model.

It's already sold. There were two guys fighting over it apparently and she got her asking price of $150. Oh well.

Ok, they were probably thinking a replacement tcon would fix it, unless they can do component level repair, non working tvs go for very little around here.
