China Make TV with LG Display horizontal line at top and video freezes 1-3 secs

Hi guys!

I'm new to TV repair and just started looking into troubleshooting guides and other online info.

Right now I have a Chinese make with LG display that is faulty. If I am not wrong I see two different problems here below.

1. There is a line(white/multicolored) at the very top of the display that shows thinner sometimes and slightly thicker in some occasions.

2. For any video the play freezes 1-3 secs and at the same time brightness goes low and returns to high when video continue to play.

From my initial research looks like there could be a problem with T-CON or LCD panel driver board. I tried dusting out, unplug and plugging connectors but no change. I have my tools in different place and will try to get them sometime next week so that I can test some components. Mean while I wanted to post it here and see if I can get any other advice from members with similar experience or knowledge.

After doing bit more research and watching some videos on youtube I see there are two areas in which I need to look into and check the voltages at few pins.

For the horizontal line it seems that the issue mostly will be in the LCD panel area, specifically at the left and right bonded flex cable connections, or with the resistors and the clock signals.

And for the video freezing issue the problem might be the voltage fluctuations in the TCON board at the connector across EVEN, ODD pins and can be fixed with bypass or with new replacement TCON board.

I see my TV has LG 6870C-0442B (P/N: 6871L-3203K) TCON board and on eBay UK I find a few listings with similar part numbers. Though these listed items match the first 10 digits of the P/N: 6871L-3203K the remaining characters doesn't match. Now will this be enough to match the part or will there be any consequences if it doesn't match the entire string?

Also in this eBay listing below the seller in the additional notes suggests to match the LCD part no too which puts me in dilemma, is this true?
