Acceptable voltage on ATX power supply

I just recapped an ATX power supply with some leaky caps in it. I just checked out the voltage by connecting some old hard drives to it and jumpering the power on lead. The power supply won't stay powered up without a load. With one drive connected, I measured 11.35 V on the 12V rail and with 2 drives, 11.47V. On the 5V rail, I got 5.17V and on the 3.3V I got 3.33V.

    Are these numbers acceptable?

    Thanks.

5v and 3.3v are ok. 12v is low. The spec for that is 11.4-12.6v. It may go up with more of a load on it, such as a motherboard, etc...
