          I removed the bigger transformer but it is not that, I have removed the TL494 and it is not that, there is crazy going out

              all you can do to test a transformer is check every winding for continuity and that other windings aren't shorted to one that shouldn't be. Other than that, to properly test a transformer you need a ring tester.

              Is a ceramic disc capacitor shorted maybe?
              The TL494 is on the primary winding, so it wouldn't cause a short on the secondary as they are isolated from each other.

                    either diode or ohms. diode check gives you a continuous beep if something is shorted.

                      three of these capacitors I had tried to pull them out of the circuit to test if the short was gone but I have not tested them individually

                                I found a ceramic capacitor roasted on the primary, unfortunately the number is no longer visible, I removed it but the short remains
