The PSU (Delta DPS-200PB-189 A rev 01) from an HP Microserver doesn't wanna start up. 5VSB is present. Visual inspection shows no damaged components. All caps tasted well (capacitance and ESR). How to do firther troubleshooting?

I'm not familiar with that specific model, but perhaps can help you start. Judging by the power level indicated by the model number, 200W, that's probably 15-20 years old.
That PSU probably uses a 384x PWM IC. Near that IC, look for a high-value, possibly 1/2 watt resistor, a low value electrolytic capacitor (maybe 47uF) and a zener diode. They provide start-up voltage for the PWM. If that resistor is open the zener shorted, or the cap shorted or high ESR, the PWM cannot start up.PeteS in CA

5VSB is created but a separate standby power supply so it won't indicate whether the PSU is good or not.
Older PSUs tend to have a controller IC on the secondary, this IC controls the switching transistors through a transformer that's driven by two small transistors, you might want to check those.
Also, what did the PSU do when (if) you connected the green and black together, did it make a noise like tick, click, buzz or anything?Comment

I'm finally recapping my Soyo K7VX6 motherboard (aka KT600 Dragon Ultra) and replacing Sacon SZ-series caps. The Sacon SZ datasheet provides a spec for tan delta, but not for ESR, while the candidate replacement caps are specified in terms of ESR.
