PLUG TWICE AND AUTO POWER ON

So if i plug-in the computer once into the outlet, I can't power it on using power button..
but when i unplugged then plug it again, it will automatically turn on.

What could be the issue?

I have a car that won't start. But if I pump the gas pedal twice as I turn the key to crank it, it starts. What could be the issue.

Sorry, I don't mean to be a troll here. But help us help you by providing more information about this computer.
What motherboard and CPU are in it?
What PSU is in it? (brand and model number would be nice... or pictures if it's some no-name cheapo unit)
CR2032 CMOS battery (if any) OK and showing proper voltage on the board with the PC unplugged from the wall?

I think these would be good enough to start for now.
