1. If the Server PSU has been in storage for 3+ years should a "burn in" be done for PSU. If yes what is correct procedure?

Run a light load (a few old hard drives) for a day or so. The "burn in" is necessary for reforming the caps and to spot any issues that could cause failure later on. At this point some measuring equipment (a cheap multimeter and oscilloscope) will be useful.

2. If connect a "Good Server PSU" and Floppy Drive to an unknown condition Motherboard, is it also necessary to have either a HDD or CD drive connected?

No. It is a good idea to have the HDD and CD drive connected though, to see if the unknown condition board recognizes them. This can save headaches later on - ie when you decide the board is good, install it in a nice case with all the parts, and then you realize it won't see the HDD.

I mean even with some load on it. Every time I mess with the load resistors on FSPs, they won't start, period.

Interesting.
The feedback design on those FPSs must be horrible, then.
Are you sure you were removing the right resistors? Also what resistor values did you replace them with?
