JTAG pinout if anyone needs. from schematic and boardview but laid out in one picture to put jumper wire easily. change jtag rst pull down to pull up to make jtag rst signal high

confirmed working last night move pull down resistor to pull up the rst line connect jtag programmer to those testpad. can successfully r/w the EC controller.
