I removed all the additional equipment, including the hard disk, DVD burner, LCD monitor, etc., but this IC heats up according to the figure and draws a current of about 0.16.

How hot does this chip get?

The above datasheet has the pinout. With care, check the voltage of PGOOD pin and post the measurement here.

Also check voltage of LDO3 and LDO5.

Post the voltage of each.

Do not short the pins of this IC.
