How hot does this chip get?

The above datasheet has the pinout. With care, check the voltage of PGOOD pin and post the measurement here.

Also check voltage of LDO3 and LDO5.

Post the voltage of each.

Do not short the pins of this IC.

I have this Asus X540ubr laptop of my customer.
The problem is it's not powering on.
When I check,all the voltages are ok.

I tried heating the motherboard with my soldering iron,then it started to work fine and also charges the battery.
After leaving it for 1 or 2 hours,then it's not turning back on again.
When I heat up the motherboard again,it turns back on again.

What would be the problem of this?
