DELL Vostro 3560 powers on for 1 second then off. (LA-8241P Schematic included)

(LA-8241p)Of course i have a fault somewhere but i checked SIO, 5v/3v regulator and everything is getting power. Except for BIOS,i get 0v at all pins, but this Laptop Has TWO BIOS CHIPS. Schematic says one is for win8 and the other one for winME.

Any ideas what else i should check?

The bios you must be looking for power is UE4 (EC bios).

ue4 is missing. nothing there,It does have the "@" symbol, so im guessing it NOT supposed to be there. Still, im getting 3.3 on pins 3,7,8 on UE4.

update i replaced the SIO (kb9012qg A3) with KB9012qf A4 TWICE and it made no difference, but when i put the original SIO (A3) I GOT STEADY POWER!!! But the fan its not spinning and no video. CPU chip Doesnt even get hot at all.

KB9012QF is already pre-programmed and does not need a bios. In order to replace it you need a pre-programmed KB9012QF (You need a specialized programmer). UE4 is for KB930.
What is your problem exactly and you think is a bios fault?

With my recent experience with an Acer 5570 laptop that had cold 2nd gen i5 CPU that was faulty I would say to replace CPU and test.
