+15v_alw is absent why? on page 46

ICH_RSMRST+ is 0v goes to 3v when power button is pressed then again goes to 0v in 1/2 second
SIO_SLP_S5# goes from 0v to 1v then again 0v

this also happened to me on a dell 1525. rsmrst and s5_enable won't give voltage after pressing the power button. All I did was programmed bios and unit came alive.

did you programmed 1mb flash or both 1mb and 4mb flash.

UPDATE
After pressing power button several times. Motherboard turned on but the CPU fan was not spinning. CPU heatsink was getting hot. No display.
+3.3v_alw-> coil PL9
+5v_alw -> coil PL10
+5v_alw2 ->TPS51427a LDO pin 7
+15v_alw--is only 13.1v PQ43 page 46
+3.3v RTC
+5v_RUN -> PQ14
+3.3_SUS -> PQ15
+5v_SUS -> PQ17
+3.3v_RUN -> PQ22
+3.3v_DELAY -> R424 Page 17
+1.5V_RUN -> PQ11
ALL PRESENT
RSMRST 3.3V ->ITE8502E pin 80

i will check gfx voltage and CPU Voltage and post the results.
COULD THIS STILL BE A BIOS ISSUE. Or ATI Graphics chip issue.
Please help.

Thank you for schematic of this laptop. I've managed to fix my laptop using it.
In my laptop the similar problem was related to faulty GPU temperature reading by ADM1032ARMZ-1 chip. It was blocking the laptop from start.
